Amee Bay, LLC a subsidiary of Three Saints Bay, LLC and a Federal Government Contractor industry leader, is seeking a Program Financial Analyst to join our team in Charleston, SC.

The Program Financial Analyst reports to the Contracts and Finance Manager in the execution of his roles, responsibilities and tasks as assigned by the President / Chief Executive Officer (CEO).

The Program Financial analyst will assist in the administration of federal contracts, including both prime contracts with the government and subcontracts with professional service firms. In this capacity, the successful candidate will price and evaluate labor rates, assist with the management of subcontracts and small business subcontract requirements. To successfully execute these responsibilities, an in-depth understanding of the FAR and DFARS is required.

Position Responsibilities:

Work with operational managers to ensure all contracts and delivery orders are managed within ceiling and Period of Performance constraints.
Work with operational managers to ensure funding is received from clients in a timely manner to support continuous operations.
Assist in the management and administration of company contracts and proposal preparation.
Provide regular project status reporting to internal and external customers as required.
Develop and maintain current, accurate and complete quote, proposal, and contract records, and maintain a compliant records retention process.
Analyze requests for proposals (RFPs) and contract terms and apprise senior management of potential business risks.
Offer possible methods of remedy, including potential clarifications for the bid/proposal submittal.
Assist in the preparation of, and participate in, various management review processes providing contractual expertise.
Interact and communicate with government and commercial clients to ensure contract compliance.
Advise management of contractual rights and obligations and provide interpretation of terms and conditions.
Position Requirements:

US Citizen.
Ability to obtain and maintain an Active Secret Clearance; Candidates currently possessing an Active Secret Clearance or higher are preferred.
Bachelor’s Degree in Finance, Accounting or Business Administration (required).
Advanced education in one of these fields (preferred).
Must be able to pass a background check.
Pricing/Cost proposal development (preferred).
Highly Analytical.
Professional communications & teamwork.
Excellent Time Management & Organizational skills.
Highly proficient with the following software:
Deltek/CostPoint Accounting Software
MS Excel
MS Word
MS Access
